The wet and cold weather is likely to compound fodder and grazing issues for farmers who were hoping for a dry spell to let stock out.
Grass growth is up to a month behind in some areas compared to last year due to low soil temperatures and the impact of storm Emma.
Met Éireann confirmed that March ground temperatures have not been as low since the time of the last fodder crisis in 2013.
