Gardaí patrolling the Wild Atlantic Way in Co Clare said this weekend they had stopped a tractor and trailer carrying eight unsecured round bales.
Photographs published on the Garda Traffic Twitter account show that only the two bales at the back were tied with a single strap.
The local roads policing unit added that no brake lights or indicators were visible from behind the trailer.
Gardaí have initiated court proceedings against the driver.
