Minister for Agriculture, Food and the Marine Martin Heydon TD has confirmed that ranking and selection will continue to be applied to applications received in TAMS III. Similar to Tranche 9, ranking and selection will be applied to Tranche 10 on a differentiated basis, with priority given to applications under farm safety and nutrient storage schemes.
However, a significantly lower percentage of applications are set to be approved due to what has been described as "an unprecedented number of applications’’ (7,906) received in Tranche 10, which closed on 5 December last. This brings the total number of applications received in the first ten tranches under TAMS 3 to 59,302.
The following denotes the selection rates for each of the 10 subschemes:
SCIS (Solar Capital Investment Scheme) – 10% SelectionLESS – (Low Emission Slurry Spreading Scheme) - 10% Selection. AWNSS (Animal Welfare Nutrient Storage) - 60% SelectionWFCIS (Women Farmer Capital Investment Scheme) - 60% Selection.YFCIS (Young Farmer Capital Investment Scheme) - 60% Selection.OCIS - (Organic Farmer Capital Investment Scheme) - 60% Selection.DES - (Dairy Equipment Scheme) - 10% Selection.PPIS - (Pig & Poultry Investment Scheme) - 60% Selection.TCIS - (Tillage Capital Investment Scheme) - 50% Selection.FSCIS - (Farm Safety Capital Investment Scheme) - 100% Selection.Minister Heydon said: “TAMS III continues to be a very successful scheme, with payments of almost €139 million issued to farmers to invest in their holdings. Being mindful of the budgetary constraints, I have decided, similar to Tranche 9, to apply ranking and selection to Tranche 10, due to the huge number of applications received, which is three times the number received over the equivalent period of TAMS II.”
The Minister continued: “In taking this decision, I have ensured that, despite increased numbers of applications, there will be a similar number of applications approved for nutrient storage investments as was the case in Tranche 9.”
“The numbers of applications received, and approvals issued, to date under certain schemes have well exceeded our expectations. For example, in the case of the Solar Capital Investment Scheme, over 20% of the TAMS budget has been spent on this measure alone. For that reason, I have decided to limit grant aid for solar panels to support on-farm energy consumption only. This will apply to applications submitted in the next tranche, commencing on 7 March.”
