Alan O'Reilly from Carlow Weather has said he is experiencing an increased number of messages from farmers under severe pressure as a result of the relentless rain.
The agreement governs how farmers will be notified of inspections, the grounds for requesting a delay where circumstances require one, and a report of the inspection to the farmer on the day.
